All used cars are tested by official test centres. This inspection (like the MOT) is to ensure the car is legal and roadworthy with safe emissions.
DLT issued a document called a TorRorOr that certifies the vehicle is roadworthy. Without the TorRorOr it is not possible to get the tax sticker when the car is used. In Thailand tax sticker on vehicle is not.
